Not all plates can be processed online. Your vehicle must be verified on the local county computer system. This may prevent some transactions from being processed.

If you have a special class of plate that requires proof of membership, you can not renew online. Military renewal cannot be processed online due to necessary documentation needed. Some e-mail filters can prevent you from receiving the confirmation e-mail.

**The new law prohibits anyone under the age of 17 from marrying in Tennessee and anyone under 18 from marrying someone who is four or more years older.

Car tags, business licenses, passports, notary applications, boat registration and marriage licenses are issued and recorded in this office. The County Clerk may also administer oaths and take affidavits.

The County Clerk: (1) collects local wheel taxes, local hotel/motel taxes, wholesale beer tax, business license and vehicle registration fees; (2) keeps the official records of the legislative body; (3) keeps a record of all resolutions presented to the legislative body (both those that are enacted and those that failed passage).

Tag & Title Registration

If you have just bought a vehicle, or if you’re new Tennessee resident wanting title information, please read the information below.

When titling a vehicle, applying for a license plate or transferring a plate from one vehicle to another. State law requires the applicant or owner to visit the County Clerk’s office. If you can’t personally transact this business a representative may be designated by notarized Power of Attorney. The Power of Attorney must identify the vehicle by make, model and identification number. A form may picked up at the County Clerk’s office or clicking on the link above.

If your vehicle is new bring all papers connected with the purchase. This includes manufacturer’s statement of origin, or MSO, new car invoice from dealer, odometer statement, and loan paperwork if financed. If the vehicle was purchased from an individual, please present a properly signed title with odometer reading placed in the appropriate line. If the vehicle is financed bring the loan paperwork. Vehicle purchased from individuals may require a Gift form from the seller if the sales price does not agree with the NADA vehicle value guide.

If you wish to transfer your present tag please bring your current tag or registration.

Transfers from immediate family members may be eligible for tax exemption.

In these cases where a title does not exist the owner must furnish vehicle registration receipt and notarized bill of sale. If there is a lien you must provide loan paperwork.

Boating Licensing Information

Must bring a Bill of Sale, an existing State Boat Registration would be helpful. State Sales tax is 7% of the purchase price. For purchases in excess of $1600.00, an additional State Tax of 2.75% and is added up to a maximum $44.00. Local Sales Tax is 2.75% and is capped at $44.00. This tax procedure is only for boats transferred by individuals. Dealers coordinate registration, etc., when sale is made by their business.

Determining your Business Tax Classification

New Business Listing

On June 25, 2009, Governor Bredesen signed Public Chapter 530, shifting the administration and collection of business tax from local municipalities and counties to the Department of Revenue.

This change is a true partnership between state and local officials. Annual business tax returns will now be filed with the taxes paid to the Tennessee Department of Revenue, and the department will collect all delinquent taxes and handle all necessary audit functions. Businesses will continue to obtain business licenses from the county clerk and/or municipal officials, license must be obtained within 20 days after commencement of business. Applications are available in the Clerk’s office. Applicant must remit a $15.00 fee at time application is processed. Clerks and municipal officials will continue to administer transient vendor licenses.

Businesses in a county or municipality with less than $10,000 in annual sales do not have to file a business tax return.
However, businesses with annual sales between $3,000 and $10,000 must pay $15 each year to get a “minimal activity license” from the local clerk.
Businesses with annual sales of $10,000 or more must get a business license from the local clerk. A $15 license fee is required for all new businesses that can be renewed at no charge when the annual business tax
return is filed. This is not a new requirement.

In certain cases, gross income received by the following Tennessee businesses may be exempt from business tax:  manufacturers, doctors, dentists, veterinarians, attorneys, accountants, schools, religious organizations, insurance agents, loan companies, security exchanges, or public utilities.  Please visit http://www.tn.gov/assets/entities/revenue/attachments/f1321401.pdf for more information or call the Tennessee Department of Revenue at 800/342-1003.

Marriage License

Click on the above link, fill in the required information. The County Clerk’s office will need to view your driver’s license and you will need to provide your social security number once you’re in the office.

Before a marriage can occur in Tennessee, a license must be obtained from a County Clerk. Ministers of the Gospel, Rabbis, Christian Science practitioners, and various civil officials are authorized by law to solemnize a marriage. The new law prohibits anyone under the age of 17 from marrying in Tennessee and anyone under 18 from marrying someone who is four or more years older.

  • Blood tests are no longer needed
  • No waiting period
  • Identification requirement – you must bring your driver’s license

Cost

  • With Certification of Completion certifying at least 4 hours of premarital counseling – $37.00
  • Without Certification of Completion – $97.00

You must know the following:

  • Parents’ full name (including maiden name of mother)
  • Parents’ state of birth
  • Applicant’s number of prior marriages
  • Date last marriage ended (month, day & year)
  • Social Security Number

A marriage license is valid for 30 days after issuance and may be executed outside of Tennessee. However, it must be returned to the issuing Clerk for recording and filing with the Tennessee Vital Records Office.

To receive a certified copy of your marriage certificate you must supply the County Clerk’s office with the following:

  • Name of couple(including bride’s maiden name)
  • Date of marriage
  • $5.00 money order

Notary Public applications received by the County Clerk are forwarded to the County Commission for approval after the District Attorney’s Office conducts an investigation to determine if the applicant is eligible under the law.

To qualify for a public office a person must be at least eighteen (18) years of age and be in compliance with Tennessee Code Annotated (TCA 8-18-101). All notaries must be a resident of the county, or have their principal place of business in the county from which they were elected. If an individual has his principal place of business in any county in the state of Tennessee, he shall be eligible for election as a notary at large, although he may reside in a state other than Tennessee (TCA 8-16-101). All notaries must be a U.S. Citizen (Pub. Ch. 834, Acts 2008

All individuals meeting these qualifications are eligible for election as a notary public at large except the following persons:

  • Those who have been convicted of offering or giving a bribe, or of larceny, or any other offense declared infamous by law, unless restored to citizenship in the mode pointed out by law;
  • Those against whom there is a judgment unpaid for any moneys received by them, in any official capacity, due to the United States, to this state, or any county of this state;
  • Those who are defaulters to the treasury at the time of the election, and the election of any such person shall be void;
  • Soldiers, sailors, marines, or airmen in the regular army or navy or air force of the United States; and
  • Members of congress, and persons holding any office of profit or trust under any foreign power, other state of the union, or under the United States. (8-18-101).

The certification below is required from all applicants:

I certify that this application has been completed and examined by me and to the best of my knowledge and belief is a true and complete application made in good faith pursuant to the provisions of Chapters 16 and 18, Title 8, of the Tennessee Code Annotated, dealing with Notaries Public.

The actual notary commission is then issued by the Secretary of State and is valid for a period of four years. A notary must also be bonded. All notaries are now classified as At Large, or with statewide authority.

Organ Donor

By donating $1.00 when you renew your vehicle’s license tags, you can help educate others about the critical need for organ and tissue donations through the Tennessee County Clerk’s “DONATE LIFE TENNESSEE” campaign.

If you mail in your renewal, simply add $1 to the registration charge and check the appropriate box indicating you are “adding a dollar for donor awareness”. If you visit your local County Clerk you may be asked if you would like to donate a dollar for donor awareness; if not, simply tell the staff member you would like to do so.

PASSPORT PHOTOS AVAILABLE $10.00

A passport is an internationally recognized travel document that verifies the identity and nationality of the bearer. A valid U.S. Passport is required to enter and leave most foreign countries. Only the U.S. Department of State has the authority to grant, issue or verify United States passports.

The Robertson County Clerk’s office provides information about how to obtain, replace or change a passport.

You will also need to come to the Clerk’s office to apply in person for a U. S. passport if your previous passport is not in your possession, if your previous U. S. Passport has expired and was issued more than 15 years ago, if your previous U. S. passport was issued when you are under 16, or if your previous or your currently valid U. S. passport has been lost or stolen.
